Westminster College was founded by the Wesleyan Methodist Church in 1851 to train teachers. It was based in Westminster, London, on Horseferry Road. Its gatehouse led to the front quad which included a chapel and a refectory. Behind the main building was a second quad, with student accommodation and training facilities.

To increase the number of student places and to become a co-educational teacher training institution, in 1959, the college moved to new premises with its own sports facilities on Harcourt Hill overlooking the city of Oxford. As teacher training became more integrated into schools (on-the-job training), in 2000, the college became part of Oxford Brookes University.
